LeadingAge NY Supports Proposed Amendments to Career Pathways and Medicaid Buy-In Programs

(Dec. 3, 2024) LeadingAge NY expressed support for enhancements to the 1115 Waiver's Career Pathways Training (CPT) Program and the Medicaid Buy-In for Working People with Disabilities (MBI-WPD) Program in comments submitted in response to the State's proposed amendments. The comments noted that the proposed expansion of the backfill cost reimbursement from two days per week to five days per week would improve participation in the program and help to maintain appropriate levels of staffing while participants are engaged in training. LeadingAge NY also requested that the State seek two additional amendments:

  • Add certified nurse aide, home health aide, and personal care aide titles to those eligible for support under the CPT Program; and
  • Allow individuals already enrolled in licensed practical nurse, registered nurse, or other qualifying educational programs to participate in the CPT Program.

The association also provided its support for the MBI-WPD Program expansion. The proposed amendment would expand eligibility by increasing the Medicaid income and resource levels for MBI-WPD enrollees, deeming income and resources of legally responsible relatives as unavailable, and eliminating the age limit of 65. It would also restructure the sliding scale premiums for participants. These changes would help to optimize the ability of individuals with disabilities to live independently, save for future needs, and realize their career goals, while contributing to the cost of their care and to tax revenue.
