Updates on Social Care Networks and Workforce Investment Organizations
(Aug. 26, 2024) With the announcement of contract awards earlier this month, the activities of the new social care networks (SCNs) and workforce investment organizations (WIOs) are taking shape. The nine SCNs will be responsible for coordinating screenings of Medicaid beneficiaries for health-related social needs (HRSNs), referring individuals to HRSN services, and managing payments to providers that conduct the screenings and deliver the HRSN services (e.g., home-delivered meals, transportation, personal safety interventions, housing supports, case management). LeadingAge NY members may find opportunities to partner with SCNs to conduct screenings or deliver services. LeadingAge NY has been reaching out to the SCNs and WIOs and gathering information for members that may be interested in connecting with them.

WIOs
The three WIOs – the 1199SEIU Training and Employment Funds, the Iroquois Healthcare Association, and the Finger Lakes PPS – will be offering scholarships, case management, and employment support for trainees in 14 titles and backfilling payments to employers. The program has two tracks, one for individuals new to health care careers and one for individuals who are seeking advancement in health care careers. The program will fund up to 100 percent of the education expenses and licensing fees for participants and will provide support services and job placement assistance. Participants will be required to make a three-year service commitment to a provider with at least 30 percent of its patients or residents on Medicaid or uninsured. LeadingAge NY members should consider connecting with WIOs in their regions to identify training opportunities for their staff and to seek inclusion as a placement option for candidates upon completion of training.
