DSRIP Weekly Update-Sept.16, 2015
The Department of Health (DOH) issues new tools, and LeadingAge NY provides more resources for people interested and engaged in the Delivery System Reform Incentive Payment (DSRIP) program.
DSRIP Network Tool
Last week, DOH announced the DSRIP Network Tool, which is housed in the Medicaid Analytics Performance Portal (MAPP). The MAPP is accessed through the Health Commerce System (HCS). Through the Network Tool, Performing Provider Systems (PPSs) will be able to update their list of partner organizations, which will be used for attribution and valuation in the DSRIP Program. Currently, the Network Tool has data supplied through the DSRIP Planning Design Grant, but PPSs will use the tool to update their organizations as the process evolves. Lead PPSs have been sent a letter from State Medicaid Director Jason Helgerson noting that the partner organization lists on the Network Tool must be updated by Sept. 29, 2014, so that the State can begin the process of running initial attribution. Updates can continue to occur until Nov. 24, 2014, at which point the State will run a final attribution. There is limited access to this tool, which the Lead PPS partner is ultimately responsible for. Given how important this information is for attribution and valuation to be accurate, LeadingAge NY strongly urges members that engaged with PPSs to ensure that the PPS Leads have accurate and complete information. Free Webinar: The Role of Behavioral Health Providers in DSRIP Success
As a result of LeadingAge NY's ongoing collaboration with other association partners, we are happy to offer yet another DSRIP educational opportunity to members free of charge. On Sept. 23 from 10 a.m. to 11 a.m., our colleagues at HANYS and several behavioral health groups will host How Behavioral Health Providers Can Help Reduce Hospitalizations and Re-Hospitalizations for DSRIP Performing Provider Systems. The program will cover the “1915(i)-like” behavioral health services that will be increasingly available in 2015. The State is providing $1.3 billion to support community-based behavioral health interventions, in addition to the $6.4 billion DSRIP program. This can help behavioral health organizations provide community-based services when working with PPSs on behavioral health projects.

The presenters will cover the comprehensive continuum of behavioral health services available, how these services can stabilize the health and self-management of people with serious behavioral health and health conditions, and how the organizations providing these services can be integrated into DSRIP projects. Potential PPPs Must Notify DOH of Their Intent
DOH issued notice that any potential PPS applicant must submit a letter stating its intent to the New York State Medicaid Director via the DSRIP Team e-mail account at dsrip@health.ny.gov before Oct. 1, 2014. The letter should include the PPS Name, Lead Entity Information, Lead and Secondary Contacts for the new emerging PPS, as well as proposed counties of service for the entity. Any current emerging PPS that is a DSRIP Design Grant recipient is exempt from this requirement.
The new PPS would also be required to submit a list of network providers (a template will be provided upon receipt of the letter) and a signed attestation stating that the providers listed in the applicant’s proposed network list have agreed to partner with the emerging PPS. New applicants must set up the necessary HCS accounts to gain access to the online network tool and Project Plan application. Every PPS must have HCS access in order to submit their partner networks by the time the network tool closed in mid-November.
Lastly, if the newly emerging PPS is an entity that was turned down for a Project Design Grant, the entity must submit all of the materials stated above and provide an explicit explanation to the State regarding how it remedied the issues the State brought forth when not approving the applicant for the DSRIP Project Design Grant. Specific guidance will be given to these applicants on a case-by-case basis.
It should be noted that some of the processes take significant time, and any new PPS is likley to be at a disadvantage given the work that has already been completed and the dseign grant funding that State-recognized emerging PPSs benefit from.
