DSRIP Weekly Update-Sept. 8, 2015
This week, the Office of Medicaid Inspector General (OMIG) provided updated guidance for Delivery System Reform Incentive Payment (DSRIP) program Performing Provider Systems (PPSs), which replaces prior guidance. The State has also issued additional resources and information on the regulatory relief request process.
Regulatory Waiver Requests Process Moving Forward
The State has announced that they will continue to accept regulatory waiver requests for DSRIP projects. The requests will be processed on a quarterly basis throughout the DSRIP Demonstration Years. Time-sensitive waiver requests may be submitted outside of this current quarterly review period as well. Regulatory waiver requests may be submitted to dsrip@health.ny.gov with the subject line: Additional Regulatory Waiver Request. The information submitted must include the PPS name, DSRIP project, specific regulation to be waived, justification, impact on patient safety and other information as required in the original application. The current window for submitting regulatory requests is Sept. 15, with responses anticipated by Nov. 1, 2015.
It is requested that PPSs review the first round of waiver requests and responses before submitting a request. Those resources can be found here. Updated OMIG Guidance for DSRIP
The OMIG has posted updated guidance for DSRIP PPSs, entitled DSRIP Compliance Guidance 2015-01 Revised: Special Considerations for Performing Provider System (PPS) Leads' Compliance Programs. Click here to view the guidance, which replaces DSRIP Compliance Guidance 2015-01 that was posted on OMIG's website on April 6, 2015.
PPS Leads must meet all of the mandatory compliance program obligations set out in New York Social Services Law Section 363-d and 18 New York Code of Rules and Regulations Part 521. This guidance outlines some special considerations that should be included in these compliance programs. Member PPS partners should be aware of their responsibilities per the Compliance Plans.
