DSRIP Weekly Update-Oct. 6, 2015
As Delivery System Reform Incentive Payment (DSRIP) Performing Provider Systems (PPSs) shift towards the actual implementation phase, the State is beginning to look torwards to their mid-point assessment process. Meanwhile, more details are available regarding the upcoming Project Approval and Oversight Panel (PAOP) meeting.
PAOP November Meeting Details
The DSRIP Project Approval and Oversight Panel will meet with the upstate-based DSRIP PPSs on Nov. 9-10, 2015 at Hart Theatre Lounge in The Egg Convention Center in Albany. Monday will be a full day meeting, structured as an update session for the panel members and an opportunity for the panel members to check in with each of the PPS. Tuesday will be a half-day session. The meeting is open to the public, but there will be no public comment period. No pre-registration is required. A Sign Language Interpreter can be available for all meetings upon request. As you may recall, the PAOP had a role in reviewing DSRIP applications and advising the Commissioner of Health whether to accept, reject or modify recommendations of the independent assessor. The Panel serves as advisors and reviewers of PPSs status and project performance during the 5-year DSRIP duration. It is our understanding that they will also have input in the Capital Restructuring Financing Program (CRFP) grant awards.

DOH Whiteboard Video Yields Important Updates
DOH reminded the provider community that the most recent update to their DSRIP whiteboard video series is available here. In the brief video, Medicaid Director, Jason Helgerson shared that PPSs will re-open networks in late October. It is our understand that this will not affect attribution or valuation for a PPS, but the provider may be able to negotiate an incentive payment directly or as a subcontractor. Members that are interested in this opportunity should reach out to the PPS lead in their region.
Mr. Helgerson also reported that the State has asked the Centers for Medicare and Medicaid to move the mid-point assessment up to July 2016. The mid-point assessment is an opportunity to step back and take a broader view of how DSRIP is working, and open up networks. The idea of moving up the assessment is to allow any needed changes to be implemented before Year 3, when PPS performance starts to have a broader impact.
Lastly, Mr. Helgerson elicited interested parties to participate in Value Based Payment (VBP) pilots. They are looking for early adopters to test out new models of reimbursement. LeadingAge NY has been very active in evaluating the VBP initiative, and are broadly represented on the various workgroups tasked with developing aspects of the plan.
