DSRIP Weekly Update-Nov. 25, 2014
This week, more information about the Capital Restructuring Finance Program came out, and Perfoming Provider Systems (PPSs) get a few extra days to submit their final partner lists. That doesn't mean that those engaged in the Deliverly System Reform Incentive Payment (DSRIP) program have leisure time, though. With applications due in less than a month, there is much to be done.
Final PPS Provider Lists Due Date Delayed
LeadingAge NY learned that DOH has provided a one week delay for Performing Provider Systems (PPSs) to submit their final provider partner lists. This delay was granted reportedly due to the severe weather in Western NY, which delayed the ability to finalize partner lists. Rather than Mon., Nov. 24, lists are now due Mon., Dec. 1. These final days are the last opportunity for members to be engaged in a PPS; possibly until an annual or mid-point assessment. You are strongly encouraged to reach out to the PPS lead in your region NOW if you are interested and not yet identified as a partner.
Capital Restructuring Finance Program
An applicant conference for the Capital Restructuring Finance Program (CRFP) Request for Applications (RFA) was held last week. A summary of the key points can be found here.
Attribution Results
The third round of statewide attribution results for DSRIP have been posted.
DSRIP FAQs Updated
DOH updated the DSRIP Frequently Asked Questions document. It can be viewed here.
PPS Contact Information Provided
It was voiced that the contact information for PPSs was difficult to find, and PPSs continue to merge and re-form. DOH posted a list of PPS contact information under "Introductory Information," here.
DSRIP Application Prototype
DOH posted a DSRIP Application Prototype and Companion Guide to serve as an example to PPSs for prepartion of the application. These resources may be useful to members in helping the PPS lead complete aspects of the application because it provides insights into the information and priorities that are critical in the application review. A sample Independent Assessor Scoring and Response is also provided.
PPS Lead Financial Stability Test Results
The Independent Assessor completed the reviews of the PPS Lead and PPS Lead Financial Stability Test applications. The results of the review can be found here. Only those entities that are included on the list posted to the website have been approved to continue the DSRIP Project Plan Application process.
DSRIP Project Plan Scale and Speed on Implementation
DOH posted a white board video on YouTube regarding DSRIP Project Plan Scale and Speed of Implementation. PPSs must indicate what the scale of the project implementation will be, as well as the speed at which full implementation is achieved for each project in thir application. These factors affect the scoring of the projects. The video was developed to provide greater clarity on how PPSs should weigh these variables in their planning. Domain 3 Clinical Metrics
DOH released 2013 Domain 3 Clinical Metrics by ZIP code, county and region on Health Data NY. For ZIP codes with less than 30 members who met the criteria for the measure, the data was suppressed.
