DSRIP Weekly Update-Nov. 17, 2015
Most of this week's DSRIP news stems from updates and presentations provided at last week's Project Approval and Oversight Panel meetings. The Department of Health (DOH) has also reorganized some information on the DSRIP website that members may find useful.
PAOP Meeting Yields Various Updates
The Project Approval and Oversight Panel (PAOP) met last week to get updates from the 12 upstate Performing Provider Systems (PPSs). Materials from the meeting and archived webcasts have been posted here.
During the two day meeting, the PPSs reported on their progress, and the panel inquired about the engagement of community based organizations, the flow of funds to ‘downstream providers’, and wanted more information about how funds are being spent and allocated. It is notable that the 12 PPSs are now led by new corporations, forming new governance models. Members will be interested to learn that DOH anticipates that the DSRIP Capital Restructuring Financing Programs will be announced soon.
In addition, the PAOP’s four workgroups provided updates on their work. The groups are:
- Cultural Competency & Community Based Organizations (CBOs);
- Primary Care;
- Workforce; and,
- County Collaboration.
Members are likely to be most interested in the work of the Cultural Competency and CBO Workgroup, and that of the Workforce Workgroup:
- Lara Kassel, Coordinator of Medicaid Matters, and Chair of the Cultural Competency and CBOs workgroup provided an overview of their work. The group provided resources to Medicaid eligible individuals regarding the DSRIP opt-out mailing process; click here to view some of the products of that work. This group has also worked with DOH in the development of two Request for Proposals that will be coming out in the future. One of the RFPs will be a $2.5 million planning grant to support CBOs as well as a Community Education Campaign. It was suggested that the term, “Community Based Organization” be more clearly defined.
- DOH’s director of the DSRIP program, Peggy Chan, reported on the Workforce Workgroup. It has been identified that 9,500 staff must be trained to fill new roles of “care coordination,” “care management,” “navigation,” and similar roles to successfully implement DSRIP projects. The workgroup recommends identify the competencies for these roles. This workgroup has been combined with the State Health Improvement Program (SHIP) efforts related to workforce; there was discussion about whether that was the best approach.
The next “All PPS” meeting is scheduled for Dec. 11, 2015. The PAOP will meet on Jan. 21 and 22, 2016 to hear from the downstate PPSs.
Updates from the Independent Assessor
Public Consulting Group (PCG), the Independent Assessor (IA), provided a presentation at the meeting regarding the IA roles and responsibilities. PCG reported that all PPS are generally on track and moving from planning to implementation. All PPSs indicate completion of the two milestones that were due in second quarter:
- Milestone 1: Finalize governance structure and sub-committee structure; and,
- Milestone 3: Finalize bylaws and policies or Committee Guidelines where applicable
Several PPSs indicated completing additional milestones. Click here to view the PPS quarterly report summaries. All PPSs will be held to upcoming governance milestones by year end related to:
- Establishing a clinical governance structure, including clinical quality committees for each DSRIP project; and,
- Establishing governance structure reporting and monitoring processes.
DSRIP Information Organized by PPS
DOH has created ‘Information by PPS’, a section of the DSRIP website that contains links to the PPS Contact List, PPS Network Partners as well as a link to a newly created webpage for PPSs. This site is intended to be a place for all PPS public information and will continue to expand over time.
