DSRIP Weekly Update-March 10, 2015
Performing Provider System (PPS) leads met with the Department of Health (DOH) and KPMG last week, and some useful information is available as a result. Meanwhile, LeadingAge New York is trying to get more information regarding the Vital Access Provider (VAP) determinations announced last week.
PPS Monthly Meetings
Materials from the monthly PPS meeting are now available. Among the materials is a presentation that reviews the DSRIP Finance function, structure and related considerations. While the PPS lead is the audience for this information, the presentation discusses flow of funds, and thus providers in a PPS may benefit from review of the materials. DOH and New York City Health and Mental Hygiene (DOHMH) also held a meeting on Fri., March 6 for New York City based PPSs coordination on certain DSRIP projects. Below are the materials presented at, or related to the meeting:
VAP Exception
As we reported last week, the Centers for Medicare and Medicaid Services (CMS) finalized their review of the VAP exception of providers to participate in DSRIP with a Safety Net designation. We were disappointed that several providers were not approved by CMS, and we are trying to learn more about the determinations. We are aware that several member certified home health agencies, and 13 hospice organizations were not approved. Please let us know if your organization was recommended for the VAP exception by the State, but not approved by CMS. Click here for more information, including the CMS letter which includes details about the approvals and the logics behind the determinations. Members are reminded, however, that any provider that was not approved by CMS for Safety Net designation may still participate in DSRIP, but cannot receive more than five percent of the project’s total value.
