DSRIP Weekly Update - June 24, 2014

LeadingAge New York continues to work with our colleagues to provide resources and programming to support successful participation in Delivery System Reform Incentive Payment (DSRIP) program.  Here are some upcoming resources and recordings:

  • How Do You Measure Successful Behavioral Health Integration?: Weds., June 25, 1 - 2 p.m. This program will discuss the integration of behavioral health and primary care, as well as strategies to integrate behavioral health services in nursing home settings. The webinar will also provide insight on measures providers can focus on to achieve successful integration. Click here for more information and registration.
  • On July 17, 2014, HANYS will present The Business Case for Palliative Care.  While not specific to DSRIP, several DSRIP projects focus on the use of palliative care, and thus this program may be a good resource.  The webinar is provided free of charge with the generous support from the Milbank Foundation for Rehabilitation.   • On June 20, LeadingAge NY and HANYS hosted a webinar, Identifying Post-Acute DSRIP Partners and Examples of Cross Setting Transition Initiatives.  Members can access a recording of the call here.
  • We are working to put together a program on regulatory relief.  Statutory language permits the Department of Health (DOH) to waive certain regulations that pose barriers to DSRIP objectives.  We welcome member input on the barriers to reducing hospitalization and emergency room use, and to providing more integrated service delivery.  More information will be available shortly regarding this effort.

DOH has issued a variety of updates this past week:

  • DOH has provided feedback to the Emerging Performing Provider System (PPS)s, which can be viewed here. Among the comments are possible partners to consider for their networks, recomendations for consolidations of PPSs, and general feedback.
  • The Safety Net Definition section of the DSRIP website has been updated to include lists of qualifying Safety Net physicians and pharmacies, and an appeal form for physicians and pharmacies to appeal their Safety Net designation.
  • New information regarding the DSRIP Project Design Grant Application has been posted to the DSRIP website. Section 2 has been updated with instructions. The lead for any Emerging PPS has been sent a new formatted document to facilitate the copying and pasting into the new Section 2. In addition, any Emerging PPS with more than 20 partnering organizations that is proposing an alternative structure to the Project Advisory Committee (PAC) in Section 10 will have its information posted on the website for public comment for ten days.  The application is due June 26, and DOH has indicated that these funds cannot be used for capital purposes. Awards are anticipated on Aug. 1, 2014.
  • DOH held a webinar on DSRIP Program Evaluation Design on Monday, June 23, 2014.  This webinar provides an overview of the planned DSRIP evaluation design, and a recording of the program will be posted on the DSRIP site soon.  DOH will submit an evaluation plan to CMS by Aug. 14, and is seeking comment on the evaluation plan through July 7. Please let us know if you have any comments on the evaluation plan that you would like us to include in our comments.
