DSRIP Weekly Update-July 15, 2014
The Department of Health (DOH) has consistently been issuing new information about the Delivery System Reform Incentive Payment (DSRIP) program, and this week is no different. The following is a summary of DSRIP news as well as LeadingAge NY activities and member opportunities around DSRIP.
Community Needs Assessment
DOH has issued guidance and has developed two webinars regarding the Community Needs Assessment, which can be accessed here. The Community Needs Assessment should be a comprehensive assessment of the needs and resources, as well as available data, relative to the population captured by the emerging Performing Provider System (PPS). The assessment will help to identify the most appropriate projects for the PPS to ultimately pursue. DSRIP Evaluation Design
A draft of the New York State DSRIP Evaluation Plan has been posted to the DSRIP website here. DOH is seeking public comment through July 21, 2014. You may submit comments directly to DOH at mark.sharp@health.ny.gov, or you may share your thoughts with us and we can submit comments on behalf of the membership.
In addition, DOH posted:

Upcoming Free Education
In our ongoing efforts to provide members with education and resources to effectively participate in DSRIP, LeadingAge NY has again partnered with the Healthcare Association of New York State (HANYS) to provide members educational opportunities. We are particularly excited about these programs as they highlight current initiatives that have proven effective in accomplishing DSRIP objectives, on the state and national level. The webinars focus on care transition and hospital readmission reduction. These programs are available for LeadingAge NY members, free of charge, and will be recorded to be available at a later date. MJHS and Maimonides Share Protocols for Improving Care Transitions
LeadingAge NY member MJHS and Maimonides Medical Center (MMC) have partnered to improve care coordination for the patients and families in their communities. They will present and discuss two programs: Direct Home Care Admission Teams in the Emergency Department (ED), and Heart Failure Management Between Settings Results in Better Patient Outcomes and Lower Use of Hospital Care.

Project Advisory Committee: Opportunity to Provide Comment
As part of the DSRIP Design Grant Application process, each PPS was required to submit a Project Advisory Committee (PAC) proposal that outlined a stakeholder committee to advise them in development of their DSRIP Project Plan application (due Dec. 16). DOH is seeking public comment on each individual PPS PAC proposal, all of which are available on the DSRIP Design Grant web page as part of each Design Grant application. The PAC proposal is included in Section 10 of each application (the last tab in the Excel file.
Comments regarding the PPS PAC proposals are due to the state by July 28 at 5 p.m. Please be sure to reference which PPS PAC proposal you are providing comment for, and submit your comments to both DOH at dsrip@health.state.ny.us, as well as the lead point of contact for the PPS. The email address for the lead point of contact for each PPS is included in Section 1 of each application, and is also available on the Design Grant Application summary sheet on the Design Grant Applications page. Any questions or concerns can be directed to the DSRIP team at dsrip@health.state.ny.us.
Interim Access Assurance Fund
DOH awarded $462 million from the Interim Access Assurance Fund (IAAF) to 22 safety net hospitals and five major public hospital systems. The awards will assist the selected hospitals in sustaining key health care services as they participate with other providers in the development of proposals for systems of integrated services delivery to be funded and implemented under DSRIP. Approximately $38 million of the funds have been retained and will be available through March 31, 2015 to address situations that may emerge that threaten access to critical services.
