DSRIP Weekly Update-July 1, 2014
LeadingAge NY has created a web page dedicated to the Delivery System Reform Incentive Payment (DSRIP) program, which provides DSRIP resources organized by category to make it easy for you to find information. For example, we will archive DSRIP “Weekly Updates” which appear in Intelligence every Tuesday, as well as upcoming and past educational programs, data and other resources. DSRIP Design Evaluation
On June 23, DOH presented the DSRIP Evaluation Design Webinar, which walks through the DSRIP evaluation process and addresses related questions. DOH will submit an evaluation plan to the Centers for Medicare and Medicaid Services (CMS) by Aug. 14, 2014, and is accepting public comment through July 7, 2014. LeadingAge NY is evaluating the plan and encourages members to let us know of any concerns or comments. Click here to access the recording, and here to access the slides.
DSRIP Community Needs Assessment
DOH has created a Community Needs Assessment Section on the DSRIP web page, which includes guidance for emerging Performing Provider Systems (PPSs). The assessment is designed to look at the needs of the population and available resources, and ultimately decide which projects will be priorities for that particular PPS. We encourage members that are engaging with PPSs to participate in this process. Click here to view the guidance document.
Safety Net Provider Issues
LeadingAge NY, the Adult Day Health Care Council and several other partner organizations raised concerns with DOH regarding the Safety Net Provider process; click here to view the letter. We were concerned that several categories of providers were omitted and unfortunately had to use the appeal process; we also fear that some providers may have missed the opportunity altogether. We are currently engaged in conversations with DOH about the issues and will provide additional information as we receive it. Meanwhile, DOH is evaluating a large number of Safety Net appeals. It is important to note that non-qualifying providers can still participate in PPSs, however, such providers are limited in the amount of incentive payment they can receive. Questions regarding the Safety Net issue can be directed to DOH at BVAPR@ health.state.ny.us.
