DSRIP Weekly Update-Jan. 27, 2015
After a brief lull over the holidays, the Delivery System Reform Incentive Payment (DSRIP) program has seen a recent flurry of activity. The Department of Health (DOH) posted all of the Performing Provider System (PPS) applications, and LeadingAge New York is currently reviewing them. Hinman Straub, LeadingAge NY's counsel, has conducted an initial analysis, which can be viewed here. DOH is accepting comment on the applications until 3:00 p.Sun., Feb. 15 at DSRIPApp@health.ny.gov. With the PPS applications available, the scoring process has begun, and we are gaining insights regarding waiver requests.
DSRIP Project Approval and Oversight Panel to Review all Applications in February
The DSRIP Project Approval and Oversight Panel (PAOP) will meet for the second time from Tues., Feb. 17 to Fri., Feb. 20 in Meeting Rooms 2-4 on the concourse level of the Empire State Plaza in Albany. These meetings will be focused on reviewing the Independent Assessor’s recommendations on applications submitted by each Performing Provider System (PPS). The schedule is as follows:
- Feb. 17 will be a full day of public comment from 10:30 a.m. to 5 p.m.
- Feb. 18, 19 and 20 will focus on the specific project plans, with a presentation from the PPS, as well as from the Independent Assessor. Panel members will then have the opportunity to ask questions, and ultimately vote to accept, reject or modify the recommendations of the independent assessor. There will be no public comment on these meeting days.

The Independent Assessor will release PPS Project Plan Executive Summaries, as well as a recorded webinar to demonstrate how PPS Project Plans will be reviewed, prior to this meeting.
DOH Plans to Provide Responses to Waiver Requests by February 6
On Fri., Jan. 16, the Department of Health (DOJ) met with all the PPSs. At that meeting, DOH reported that over 500 waiver requests were received in the project applications. DOH is reviewing the requests and will post the information online. DOH will notify PPS of waiver approvals and disapprovals by Fri., Feb. 6.
DOH reported that the agencies that are responsible for oversight have established a process to track waivers by provider and facility to ensure that surveyors are aware of approved waivers. If the survey team determines that the provider has failed to comply with any conditions under which a waiver was granted, the waiver is subject to revocation. The provider could also be subject to citations for the underlying regulatory standards and would need to implement corrective action plan.
DSRIP Timeline Updated
The DSRIP Year 0 timeline has been updated to reflect new due dates for several deliverables in the months of February and April. There is a flurry of activity in the next few months, with significant milestones on the horizon. On Mon., Feb. 2, the Independent Assessor recommendations regarding the DSRIP project plan and organizational applications will be made public. Comments on the Project Plan applications will be accepted until Feb. 15. As noted above, the DSRIP Project Approval and Oversight Team will be meeting from Feb. 17-20. Meanwhile, PPSs are working to develop their implementation plans. Click here to view the timeline, which brings us to mid-April, when the first DSRIP Year 1 payments will be made.
