DSRIP Weekly Update-Jan. 13, 2015
After a brief reprieve, things are back in motion for those engaged in the Delivery System Reform Incentive Payment (DSRIP) program. There is a flurry of meetings, and it is anticipated that the project plans will be posted on the website this week.
PPS Project Plan Applications
The Department of Health (DOH) committed to posting the applications submitted by the Performing Provider Systems (PPS), this week. Once posted, the public will have thirty days to make comment.
Meanwhile, the DSRIP Oversight Panel met for the first time on Mon., Jan. 12. Click here to view the agenda, and here for the presentation from the meeting. This was largely an organizational meeting, while the February meeting, which is scheduled from Tues., Feb. 17 to Fri., Feb. 20, will be a working meeting. The meetings will be held in Meeting Rooms 2-4 on the Concourse Level of the Empire State Plaza in Albany, and can also be viewed live here. These meetings are open to the public, and comments will be accepted. More information will be available shortly.
The Centers for Medicare and Medicaid Services (CMS) required this independent panel to provide a level of oversight to this process. According to the presentation from the Jan. 12 meeting, the panel will:
- conduct reviews and make recommendation on the scores of the subjective components of DSRIP Project Plans;
- assist New York State with ongoing oversight of DSRIP Projects, including a midpoint assessment of networks and projects; and,
- conduct reviews and make recommendations pertaining to the $1.2 billion in State funding approved for capital projects to fund DSRIP projects and related efforts.

Value Based Payment Workgroup
The Value Based Payment Workgroup will meet on Fri., Jan. 23. LeadingAge New York’s Dan Heim is on the workgroup, which aims to help DOH develop a “roadmap” to CMS outlining the State’s plan to develop a value based payment model. This will help the State meet the objective of moving managed care payment to a system that "rewards value over volume."
Other DSRIP Happenings This Month
- PPS leads must submit final Scale and Speed submission by tomorrow, Wed., Jan. 14, which details the speed by which aspect of the DSRIP projects will be implemented.
- PPS will meet with DOH on Fri., Jan. 16 to discuss implementation plans.
- We anticipate finalized Attribution and Valuation results to be released within the next week or so.
