DSRIP Weekly Update-Aug. 18, 2015
The Delivery System Reform Incentive Payment (DSRIP) program has reached a milestone with the first installment of funds flowing, albeit slowly. Meanwhile, DOH provided some updates on other activities related to Implementation Plans and governance issues. Lastly, we want to remind members of that the Capital Restructuring Financing Program (CRFP) Request for Applications (RFA) is re-opened.
Capital Restructuring Financing Program RFA Re-Opened
DOH has re-opened the CRFP RFA to allow applicants that were disqualified to remedy technical issues. This opportunity is available until Aug. 31, 2015.
In addition, new applicants can submit applications, and applicants that were not disqualified can take the opportunity to update their application. Click here for more information.
Below are some updates that were reported by Jason Helgerson during last week’s Managed Care Policy and Planning meeting:
- The funds have started to flow....sort of. Nearly every Performing Provider System (PPS) has received its first installment of DSRIP incentive payments, with the exception of the SUNY-led PPSs, where the state is working out some payment issues. That being said, the PPSs have not yet distributed funds to their PPS partners, because the State has advised them not to do so until all contracts regarding funding flow are finalized. It is estimated that funds will begin to be paid out this October;
- DOH is working with the Centers for Medicare and Medicaid Services (CMS) to ensure that new corporate entities formed by PPSs meet "Safety Net definitions." Approximately ten PPSs have already formed new corporate entities to oversee their PPSs;
- PPS Implementation Plans, which detail each PPS’s commitments, are under review with state agencies and the DSRIP Independent Assessor. After a period of feedback and updating of the plans, they will be posted to the website by October; and,
- DOH plans to have regional meetings between managed care plans and PPSs in the future. While the state seems to see a clear role for managed care in DSRIP, there has been confusion about how exactly that will work. We will keep members apprised of these efforts and encourage participation in that dialogue.
