DSRIP Weekly Update-Aug. 12, 2014
There was some big news from the Department of Health (DOH) regarding the Delivery System Reform Incentive Payment (DSRIP) program; design grants were awarded and the second Safety Net Appeals process is open.
Design Grants Awarded
The DSRIP Design Grant Awards have been announced! Click here for more information, including a list of awards and the identification of potential mergers of Performing Provider Systems (PPSs). Questions regarding the awards may be directed to DOH at bvapr@health.state.ny.us.
Safety Net Appeals
The second and reportedly final Safety Net Appeal process is now available, and applications are due by Aug. 27 by 5:00 p.m. Late appeals will not be accepted. Those who previously filed may file again, and supply additional data to demonstrate meeting the Safety Net criteria. DOH has stated that this appeal process is for Medicaid providers, a specific distinction that had not been clear prior. We are exploring this issue with DOH as there are some providers that meet the Safety Net criteria, but are not Medicaid providers.
You will notice some revision to the application process to make it clearer; LeadingAge New York provided some recommendations to clarify the process for applicants. Click here for more information and the application.
Again, this is likely to be the last opportunity to be designated a DSRIP Safety Net provider, so members should respond if desiring that status. DOH reminds that providers that do not meet the Safety Net Provider definition can still participate in PPSs, but would be eligible to recive DSRIP paymetns totaling no more than five percent of a project's total valuation.

Lastly, if you missed DOH’s DSRIP Attribution and Valuation Webinar on Aug. 1, 2014, we recommend you review the recording. The program explains the attribution and valuation methodologies as well as the new Project 2.d.i (“the 11th Project”). It is worth noting that DOH is using residency in a nursing home as a key attribution variable, which make sense given the breadth of services that a resident receives in the nursing home. This will be advantageous to our nursing home members engaged with PPSs, as they will bring 'lives' to the PPS for the purposes of attribution and subsequent valuation of projects.
