DSRIP Weekly Update-April 21, 2015
Some big Delivery System Reform Incentive Payment (DSRIP) program news came out this week regarding the capital funding.
New, Amended CRFP Issued; Applicants Must Reapply
The Department of Health (DOH) rescinded the prior Request for Applications (RFA) for the Capital Restructuring Financing Program (CRFP), and has issued a new RFA with a due date of Wed., May 6. The new RFA and related documents can be found here.
The RFA was revised as a result of the 2015-16 enacted budget, which amended certain components of the legislative language that established the CRFP. The amendments require:
- to the extent practicable, CFRP funds shall be awarded regionally in proportion to the applications received; and,
- the “Health Care Facility Transformation Program: Kings County” and “Health Care Facility Transformation Program: Oneida County Project” projects are ineligible for CRFP funding, as they were included in the enacted in the 2015-16 Budget.
These amendments will actually result in more funding being available for the CRFP awards.
It should be noted that while the amendments affect the review of the application, there have not been changes to the application form or attachments. In fact, applicants may submit the same application that had been submitted prior. The Letter of Attestation if the application submitted in response to the new RFA is identical to that previously submitted.
