DOH to Hold Public Comment Meetings on DSRIP and other 1115 Waiver Initiatives
The Delivery System Reform Incentive Payment (DSRIP) program is now entering year two. Below is some key information on upcoming meetings, as well as updated information and resources.
Public Meetings on 1115 Waivers
The Department of Health (DOH) has announced dates for both downstate and upstate Public Comment Days on New York’s 1115 Waiver programs. More details and logistical information will be sent out closer to the event, but below are the dates, times and locations:
- The downstate Public Comment Day will be held in New York City on May 4th at the NYU Kimmel Center (60 Washington Square Park South), from 9:30 a.m. – 2:30 p.m.
- The upstate Public Comment Day will be held on June 10th in Albany at the Empire State Plaza, from 10:30 a.m. – 3:30 p.m.
New York’s implementation of Medicaid managed care and Managed Long-Term Care (MLTC) is governed under an 1115 federal waiver. New York has also used the 1115 waiver to attempt to implement various programs to attempt to improve access and outcomes; DSRIP is a significant waiver initiative that will be discussed during these meetings. Members of the DSRIP Project Approval and Oversight Panel (PAOP), as well as DOH staff will attend these Public Comment Days.
The meetings will be webcasted live and will be open to the public. No pre-registration is required. Individuals who wish to provide comment will be asked to register on site. DOH requests that all comments be limited to five minutes per presenter, to ensure that all public comments may be heard. Please direct all questions to DSRIP@health.ny.gov.
Updated Timeline
DSRIP Year two began on April 1, 2016 and the timeline has been updated to reflect the recent announcement of Public Comment Days on New York’s 1115 Waiver programs. Also updated were the dates for the Performing Provider Systems (PPSs) Regional Learning Symposiums and the deadline for the Value Based Payment Roadmap Public Comment period. DSRIP has a group on LinkedIn, which now has more than 1,100 members. DOH reports that discussions on the platform includes topics such as IT data sharing, IT challenges and telemedicine. Members may want to join the group to benefit from the discussions and information exchange.
