Superstorm Sandy Guidance

DOH has released the following guidance regarding cost reporting for days in which the facility was impacted by the receipt or evacuation or residents due to Superstorm Sandy:

Dear Administrator:

A question has been raised by a number of nursing homes as to how to report days on the 2012 RHCF-IV in those cases where a nursing home was affected by the evacuation or receipt of patients due to the storm.

The Department of Health  (DOH) is requesting that Nursing Homes affected by Superstorm Sandy  just report all days of care as incurred during 2012, in total, on the 2012 RHCF-4, Part I - 3) Bed Capacity Patient Days. No special reporting should be utilized when filling out this Schedule.   The DOH is also asking that a breakdown of these reported days, whether higher due to receiving evacuated patients or lower due to evacuation of patients, be explained in the notepad.  If necessary, the DOH may use 2011 reported days as a benchmark in cases where the days cannot be correctly measured for the development of capital for 2014.  Any questions should be directed to nfrates@health.state.ny.us.
