RHCF Medicaid Cost Report Software Posted
The Department of Health (DOH) notified providers that the 2016 Nursing Home Medicaid Cost Report software has been posted on the Health Commerce System (HCS). Completed reports and associated certifications are due no later than July 3, 2017, earlier than in previous years. Because of the shortened timeframe, and since DOH has indicated that extension requests will not be considered, it is important for homes to ensure that they are prepared to meet the deadline to avoid losing points on their Nursing Home Quality Initiative score.
The DOH notice is copied below, and the cost report Dear Administrator Letter is available here. Please note that individuals required to certify the report must have or obtain appropriate HCS access well in advance of the report due date.
Please note that the originally posted software does not include lines for 2018 data on Schedule 17. DOH staff is working on a patch to address this issue. When we know the timing and manner for accessing the patch, we will let members know.

Dear Administrator:
In accordance with Part 86-2.2 of the Commissioner’s Administrative Rules and Regulations, all nursing facilities must complete and file annual financial and statistical reports (i.e., Cost Reports) provided by the Department of Health (“the Department”). The 2016 RHCF Cost Report software is now available through the Internet-based Health Commerce System (HCS).
Please be advised that the 2016 RHCF Cost Report and operator certifications must be filed with the Department no later than Monday, July 3, 2017.
Any facility that does not submit the 2016 RHCF Cost Report and operator certification by due date above will be considered late. The Department will not accept requests to extend the established due date. Facilities that fail to meet the Monday, July 3, 2017 due date may be subject to the penalties imposed by Section 86-2.2 of the New York Codes Rules and Regulations (NYCRR) as well as penalties associated with the Quality Initiative.
