Preliminary 2015 Nursing Home and Adult Day Medicaid Rate Sheets Released
DOH has posted preliminary 2015 Medicaid rate sheets for nursing homes and adult day health care programs on the Health Commerce System (HCS). The DOH announcement that includes instructions on accessing the rates is copied below.
These rates should reflect corrections to the nursing home capital component of material errors that homes brought to the attention of DOH by early October. Homes and programs should review the rate sheets and make DOH aware of any additional corrections by Dec. 2. These should be addressed to NFRATES@health.state.ny.us and specify the type of correction being requested in the subject line (e.g., 2015 Preliminary Capital Rate, ADHC - 2015 Preliminary Capital Rate, 2015 Preliminary Operating Rate).

Subject: 2015 Preliminary Rates
This is to inform the administrator of your facility that the Medicaid rates for your facility effective January 1, 2015 and supporting documentation along with the associated Dear Administrator letter are now available on the Health Commerce System (HCS). To access, please follow these instructions:
Go to Website - https://commerce.health.state.ny.us
Security Screen - enter your “HCS” id and password
For Nursing Home rate sheets:
Health Commerce System Welcome Page - select "NH Rate Sheets 4/2009-Forward" under the heading "My Applications"
Nursing Home Rates - 4/1/2009 and Forward screen - select "2015 Nursing Home Draft Preliminary Jan 1 Rates" from the drop-down list under "Nursing Home Rates Selection List"
Identify your facility in the drop-down list under "Nursing Home Selection List" and then select "SHOW REPORTS"
For ADHC rate sheets:
Health Commerce System Welcome Page - select "NH ADHC Rates" under the heading "My Applications"
NH ADHC Rates screen - select "2015 Preliminary ADHC RATES" from the drop-down list under "Nursing Home Rates Selection List"
If you believe your preliminary 2015 Capital Rate Sheet contains a significant error, please transmit information about the nature of the error by submitting an e-mail to BVAPR@health.state.ny.us. In the subject line of the email please type “2015 Preliminary Capital Rate”. Such submissions that affect only the ADHC rate such as arms-length rental of offsite day care property and errors in reported Schedule 18 information (such as visits) should also be submitted for processing to NFRATES@health.state.ny.us with the subject line starting with “ADHC - 2015 Preliminary Capital Rate” and the facility name. If you believe your preliminary 2015 Operating Rate Sheet contains a significant error, please transmit information about the nature of the error by submitting an e-mail to NFRATES@health.state.ny.us. In the subject line of the email please type “2015 Preliminary Operating Rate”. All email requests for Operating and Capital must be received by the Department by December 2, 2014.
