Outstanding Medicaid Rate Updates
The Department of Health (DOH) has updated the inventory of scheduled Medicaid rate adjustments with target dates for some of the payments that are of greatest interest to nursing home providers. The inventory lists late October 2017 as the target date for the third payment of the Universal Settlement as well as the 1 percent supplement to nursing home rates (from April 2014 forward). DOH also anticipates making the adjustment to eliminate transportation from the Medicaid rate (retroactive to April 2016) at the same time. Reconciliation of the 2016 cash receipts assessment is listed with a late November 2017 target date. We continue to push for payment on these items to be made as soon as possible, but members should note that these are target dates only and are subject to change. Some require approval by the Centers for Medicare and Medicaid Services (CMS) as well as the state's Division of the Budget (DOB). The rate inventory is available here.
At this point in time, DOH is finalizing July 1, 2017 rates. We will update members on the scheduled payment dates as well as payment dates for outstanding 2017 capital rate updates as soon as details are available.
Members should also note that Medicaid Financial Management (MFM) has transferred responsibility for providing Medicaid payment information to eMedNY Financial Support, which can be reached at eMedNYFinancialSupport@csra.com or by phone at 1-800-343-9000. While they are not able to provide the same Receivable and Recoupment History Report that MFM could provide, DOH believes that providers will be able to receive the same information by requesting remittance statements or by direct inquiry on specific transactions to eMedNY Financial Support. Please let us know if you are unable to access the type of information from eMedNY that was previously available.
