Nursing Home Roster Submission Due Date Extended
The Department of Health (DOH) has extended the due date for census roster submissions from Dec. 26th to Jan. 10th. The associated certification is now due by Jan. 14th.
DOH is currently in the process of collecting Jan. 30, 2019 census rosters, which will be the basis for the case mix index (CMI) that will be used to calculate new July 2019 rates. The July rates initially issued by the Department were subject to a State Supreme Court injunction that prompted the State to revert to the "picture date" methodology for establishing case mix that requires roster submissions. The roster submission process requires homes to upload a file listing residents who were in the home on the Jan. 30, 2019 "picture date." DOH then matches the appropriate Minimum Data Set (MDS) assessment to each resident on the roster, which provides the data used to measure the average acuity of the overall Medicaid resident population.
A number of members have reported encountering issues in this process that require DOH intervention. DOH staff is working their way through a large volume of correction requests and may also be contending with some technical issues. The submission deadline was a cause for concern for those providers still awaiting DOH response to correction requests and prompted the due date to be extended to Jan. 10th.
