Nursing Home Rate Adjustments Coming in Medicaid Payment Cycle 2008
The 2014 Cash Receipts Assessment reconciliation calculation sheets are now available on the Health Commerce System (HCS) along with a “Dear Administrator” letter. The DOH notification e-mail with instructions on accessing the calculation sheet is copied below. The rate adjustments are scheduled to be reflected in Medicaid payment cycle 2008 (check date Feb. 15; release date Mar. 3).
DOH has processed two other rate adjustments:
1. Rate changes pursuant to OMIG MDS audits impacting rate periods starting Apr. 1, 2013; July 1, 2013; and Jan. 1, 2014 as well as the release of the Case Mix Index (CMI) constraint on these rate periods (for those homes whose CMI was constrained due to a five percent or greater change in CMI in a six month period) are being made in Medicaid payment cycle 2007 (check date of Feb. 8; release date Feb. 24)
2. Updates to Jan. 1, 2016 rates will be reflected in Medicaid payment cycle 2009 (check date Feb. 22; release date Mar. 9)
We anticipate that DOH will notify homes when rate sheets for these other two updates are posted and we will share the notifications when they are distributed.

1. Log into the HCS at https://commerce.health.state.ny.us/hcs
2. Under the heading MY APPLICATIONS find "NH Rate Sheets 04/2009 - Forward"
3. There you will find the link "2014 Cash Receipts Reconciliation"
4. Select your facility.
