DOH Processes Nursing Home Capital Adjustments
The Department of Health (DOH) has processed capital rate corrections related to the shared savings program for nursing homes that have achieved Medicaid savings by refinancing their mortgage as well as other capital appeals for a number of homes and Adult Day Health Care (ADHC) programs. The adjustments may span several years and impact approximately a quarter of the homes in the state. Affected homes and programs will see the adjustments in Medicaid payment cycle 2218, which has a check date of Feb. 24th and is scheduled for release on March 4th.
DOH intends to have documentation and/or updated rate sheets associated with the adjustments posted to the Health Commerce System (HCS) next week. When accessing rate sheets and related documents on the HCS, please be sure to start by navigating to the Healthcare Financial Data Gateway. The Feb. 14th Dear Administrator Letter (DAL) that announced the capital corrections is available here.
We remind nursing homes that the State will not release a Medicaid payment to homes during the week of March 11th in order to reinstitute the two-week Medicaid payment lag, which was suspended in December 2019 as part of the reversal of originally issued July 2019 Medicaid rates. Medicaid payment cycle 2219 will be released on March 18th and will include a negative adjustment to reflect the impact of the 1 percent across-the-board (ATB) cut impacting payments for dates of service back to Jan. 1, 2020.
