DOH Presents Webinar on Medicaid Recertification and NAMI for Nursing Homes
After a three-year suspension, Medicaid eligibility recertifications have restarted, beginning with individuals whose eligibility authorization ends in June 2023. The Department of Health (DOH), in partnership with other agencies and organizations, has developed a process to recertify the nearly 7 million individuals affected and has been focused on ensuring that New Yorkers maintain health insurance coverage during the process. The session, titled “End of Continuous Coverage Requirement, Medicaid Renewals/Determinations, and Net Available Monthly Income (NAMI) Calculations,” was presented on June 14th and outlined the State’s plan to ensure that all recipients are recertified by June 2024. DOH presenters also outlined how NAMI, the amount that a nursing home resident whose care is covered by Medicaid is responsible to contribute toward their services, is calculated.
With NAMI updates resuming after being mostly suspended during the past three years, individuals are likely to see sizable increases in their contribution amounts. Social Security cost of living adjustments alone should result in an increase exceeding 15 percent. During the webinar, DOH outlined how the calculations are performed and clarified that NAMI updates leading out of the pandemic would be prospective and that reconciliations related to prior months would not be reflected. Under normal circumstances, the NAMI amount for the first month following an update may be increased to reflect reconciliation of up to six prior months. The update of NAMI amounts done as part of the first recertification after the Public Health Emergency (PHE) for each individual whose recertifications had been suspended will not reflect this reconciliation. Note that the customary NAMI calculation process will resume for updates based on any subsequent increases or changes in circumstances.
