DOH Posts 2020 Capital Preview Rates
The Department of Health (DOH) has posted nursing home and Adult Day Health Care (ADHC) capital preview rate sheets for 2020 on the Health Commerce System (HCS). Homes and ADHC programs are required to submit an attestation by email by Sept. 25th. To access the rates, navigate to the Healthcare Finance Data Gateway section of the HCS and select Collection “NH Rate Sheets 4/2009-Forward” and Package “2020 Capital Preview Rates.” The associated Dear Administrator Letter (DAL) is available here, and the attestation form is here. Both are also posted on the Gateway.
Please note that nursing home rate sheet issuances are now posted on the Healthcare Finance Data Gateway section of the HCS. To access them, users must log on to the HCS and navigate to the Gateway section. Users must have separate Gateway access authorization in addition to HCS access. The form to request access can be downloaded here.
As in previous years, all homes must submit a signed attestation either requesting a correction or indicating that no correction is needed. Homes requesting a correction need to submit supporting documentation. New this year is “Attestation Attachment 1,” a short form indicating the type of correction being requested. If multiple corrections are being requested, a separate “Attachment 1” must be submitted for each issue requiring correction. That form is available for download here.
We urge members to review their calculations closely and promptly submit correction requests by email to nfrates@health.ny.gov with “2020 Capital Preview Attestation” in the subject line. Please note that any home that was authorized to file its 2018 cost report after the July 29th deadline may not have its preview rate sheet posted yet.
