DOH Posts 2017 Preview Capital Rates

The Department of Health (DOH) has notified nursing homes that 2017 preview capital rates have been posted to the Health Commerce System for nursing homes and Adult Day Health Care programs. The announcement is copied below, and the Dear Administrator Letter (DAL) with attestation form is available here.

DOH is following the same attestation process as last year in allowing providers to correct errors in their capital component. Providers wishing to make corrections should submit a pro-forma capital schedule showing corrected figures, a narrative description of the correction being made, and the signed attestation form assuring DOH that the calculation is accurate and complies with capital rate setting laws, regulations, and policies. Correction requests must be submitted by email to nfrates@health.ny.gov and be received by DOH by Dec. 2, 2016.

DOH will review correction requests and, if they meet the above requirements, will incorporate the attested-to capital calculation into the 2017 rates. Providers that submit correction requests to the preview rates are not precluded from appealing the final 2017 capital rate when it is issued, although filing an appeal will void any correction request made to the rate in question.

This is to inform you that a preview of the 2017 Medicaid capital rate schedules for free-standing and hospital-based nursing facilities and any associated Adult Day Health Care programs can be obtained via the Health Commerce System (HCS). These Preview rates reflect the 2017 capital component that is based upon the facility’s 2015 cost report. Initial rates, which are expected to be released in early November, will include both the capital and operating components.
