CMS Approves UPL Calculation for 2018-19

The Centers for Medicare and Medicaid Services (CMS) has approved the state's Upper Payment Limit Calculation for the 2018-19 State Fiscal Year, paving the way for the State to make Intergovernmental Transfer Payments (IGT) to county- and city-operated nursing homes. The Department of Health (DOH) has submitted the payment schedule to the Division of the Budget (DOB) and, once approved, intends to distribute the funds in two payments: one in September 2018, and the second in March 2019. Each distribution will total $112.5 million, which will be allocated to each eligible public home based on 2016 Medicaid days.
