April NH Medicaid Rates
DOH has notified nursing homes that new Medicaid rate sheets reflecting a revised across-the-board cut amount are now available on the Health Commerce System. Case mix has not been updated in these rate sheets: they still reflect the case mix based on January 2012 census rosters constrained to a five percent change from the previously used CMI.
The across-the-board cut was enacted in the 2012-13 state budget and was first imposed on rates effective 1/1/2013. The entire annual amount for the 2012-13 state fiscal year (SFY) was taken over the course of three months (1/1/13 through 3/31/13). Starting 4/1/13, the per-day amount for 2013-14 SFY has been recalculated and will be taken over the course of 12 months. The 2012-13 SFY statewide cut amount was $24 million. The 2013-14 SFY statewide amount is $18.8 million, meaning that for most homes the cut amount shown on their 4/1/13 rates should be roughly 20% of the previous amount.

This is to inform the administrator of your facility that the Medicaid rates for your facility effective April 1, 2013 and supporting documentation along with the associated Dear Administrator letter are now available on the Health Commerce System (HCS). To access, please follow these instructions:
Go to Website - https://commerce.health.state.ny.us
Security Screen - enter your “HCS” id and password
Health Commerce System Welcome Page - select "NH Rate Sheets 4/2009-Forward" under the heading "My Applications"
Nursing Home Rates - 4/1/2009 and Forward screen - select "2013 Nursing Home Pricing Rates April 1" from the drop-down list under "Nursing Home Rates Selection List"
Identify your facility in the drop-down list under "Nursing Home Selection List" and then select "SHOW REPORTS"
