Rebasing Mediation Plan

Abstract:  A detailed description of the Rebasing Mediation Plan is attached

In March of 2011, the Department of Health challenged NYAHSA, and 7 other associations representing nursing homes to provide some consensus recommendations on how best to address several nursing home reimbursement methodology dilemmas.  The recommendations had to be within the fiscal constraints that DOH faced, needed to represent a consensus among the groups and had to be provided within 2 weeks.    

The organizations were able to find consensus, the recommendations were accepted by DOH and they are reflected in the 2011-12 state budget.   The plan ensures that rebasing goes forward, requires that rebasing money be paid in May 2011, delays statewide pricing until at least October 2011 and mitigates negative impacts for homes that would experience a rate decrease due to the net impact of rebasing, Medicaid-only CMI and scaleback.  A detailed description of the plan is attached.
