State and CMS Discussing Hurricane Relief, MRT, Other Issues

State and CMS Discussing Hurricane Relief, MRT, Other Issues DOH officials have indicated that negotiations are ongoing with the federal Centers for Medicare & Medicaid Services (CMS) on three related issues – Hurricane Sandy relief, the Medicaid Redesign Team (MRT) waiver and funding for developmental disability services.

As previously reported, DOH submitted a request to CMS in November to provide $427 million of cash relief to providers affected by Hurricane Sandy and its aftermath. This request is still pending with CMS, and is now part of a broader negotiation with the federal government.
 
Back in August, the state applied to amend an existing Medicaid section 1115 waiver that would allow the state to invest up to $10 billion in savings from MRT reforms in the health care system. Then, in September, the U.S. House Committee on Oversight and Government Reform issued a report alleging that developmental centers in New York, which serve individuals with developmental disabilities, were overpaid by $2.1 billion in fiscal year 2011 alone, resulting in a $1.2 billion Medicaid overpayment by the federal government.

State officials are hoping to have a broad agreement with the federal government on these three issues in the next several days.
