NYC Nursing Homes and ACFs Must Complete CAS and FEPA Data Review by March 31st
(Jan. 20, 2026) The NYS Department of Health (DOH) initiated its annual health care facility planning efforts for coastal storm, flood, and non-coastal storm hazards in the first week of January 2026. These efforts consolidate planning for providers and enable the collection of key facility-based data needed for successful emergency response. During the compliance period of Jan. 1-March 31, 2026, all hospitals, nursing homes, and adult care facilities (ACFs) located in the five boroughs of NYC are required to review, update as necessary, and attest to the validity of their data in the Health Commerce System’s (HCS) Health Electronic Response Data System (HERDS) Critical Asset Survey (CAS) and the Facility Evacuation Planning Application (FEPA) (10 NY Codes, Rules, and Regulations (NYCRR) 400.10). More information is available in this Dear Administrator Letter (DAL) and in the 2026 FEPA Users Guide and recorded training session located on the HCS (Groups>Hospitals>Preparedness>Facility Evacuation Planning Application) and within the FEPA help menu.
Throughout the compliance period, DOH Office of Health Emergency Preparedness (OHEP) staff will be available to provide technical assistance in the use of the CAS and FEPA and can be reached at 518-474-2893 or OHEP@health.ny.gov.
