State Urges Nursing Homes to Share NHTD Waiver Program Option with Residents

(Feb. 4, 2025) The Department of Health (DOH) issued a communication last week to nursing homes sharing a video providing consumer information about the Nursing Home Transition and Diversion (NHTD) Waiver program. The communication cites Dear Administrator Letters (DALs) from 2019 and 2024, DHCBS NH 24-10 and 2019 DAL NH-19-16, which set forth a nursing home’s responsibility to provide information to residents and/or their designated representatives about the NHTD Waiver program as an option for residents to consider. The video distribution and requirement to share it are part of the NHTD Waiver Settlement.

The Department reminds nursing homes that it expects facilities will make this video available for viewing by residents at intervals of no less than every six months.

Providers should note that the NHTD Waiver program is slated for an enrollment cap in the proposed Executive Budget due to recent significant growth. The program is required to be budget neutral in its operation.
