LeadingAge NY Meets with DOH and LTC Provider Stakeholders

(Feb. 18, 2025) LeadingAge NY met with the Department of Health (DOH) and other stakeholders last week. Below is a summary of what was shared:

Master Plan for Aging

The Department reported that they plan to submit the final Master Plan for Aging (MPA) report to the Governor’s office within the next two weeks and then make the report public by the end of March. The Stakeholder Advisory Committee has been ranking proposals, and MPA staff are eliciting input from state agencies regarding the feasibility of proposals.

Lastly, a new external stakeholder engagement roll-out process is coming soon.

Alchemer Platform for Data Submission

LeadingAge NY raised concern with DOH regarding reports we received from members that the new Alchemer data submission platform did not seem to have the ability to save your progress and return to the data submission later. This was a major complaint of the Drupal platform in recent American Rescue Plan Act (ARPA) reporting. DOH indicated that there is indeed that functionality, but you must get past the first page of data submission and will find it in the top righthand corner. We suggested an instructional video to ensure that people do not miss that option.

PACE Regulations

In response to public input, DOH reported that the application review for Programs of All-Inclusive Care for the Elderly (PACE programs) is complicated because it includes its components of home care, diagnostic and treatment center, and Managed Long Term Care (MLTC). DOH is talking with their Office of Health Insurance Programs regarding potential opportunities to make it more efficient, but some steps cannot be skipped due to each component's licensure requirements. Additionally, the Centers for Medicare and Medicaid Services (CMS) only reviews the applications on a periodic basis.

Home Care and Hospice Reports Due Soon

DOH reminds providers that the 2023 Certified Home Health Agency (CHHA)/Long Term Home Health Care Program (LTHHCP) Statistical Report and 2023 Hospice Cost and Utilization Report are due Feb. 28th. For more information on the reporting requirements, click here.
