DOH to Host Health Equity Impact Assessment Webinar
(Aug. 13, 2024) The Department of Health will be hosting a new webinar on health equity impact assessments (HEIAs) required for certain nursing home and other Article 28 certificate of need projects. The webinar will be repeated on three separate dates for the convenience of viewers -- the content covered in each will be the same:

The webinar will cover background on the HEIA, best practices in posting documents for public viewing and uploading them to NYSE-CON, the 5-step HEIA process, and improving mitigation plans and community engagement.
An HEIA must accompany CON construction applications involving projects that exceed certain cost thresholds or that involve changes in services or bed count. HEIAs are also required with respect to establishment applications (i.e., new operators or changes in ownership) if the application also involves a change in services or bed count exceeding 10 percent of the current capacity.
