DOH Issues Reminder on Vital Service Disruption Reporting Requirements
(Sept. 16, 2025) On Sept. 12th, the Department of Health (DOH) released a Dear Administrator Letter (DAL DNH 25-14), reminding nursing homes to promptly notify the Department of any disruptions to essential services. This includes interruptions to utilities such as electricity, water, and heat, as well as contracted services like food, laundry, and pest control. The notice also emphasizes the need to report changes in key personnel and any planned workforce strikes.
According to the DAL, regulations at 10 NY Codes, Rules, and Regulations (NYCRR) §415.26(b)(13) require facilities to notify the Department immediately of these types of disruptions to support resident safety and continuity of care. The Department may follow up with facilities to assess preparedness and resource needs during such events.
The DAL encourages facilities to contact their respective regional offices via the contact information provided in the notice. Additionally, it advises nursing homes to verify that their Health Commerce System (HCS) profiles include up-to-date emergency contact information and confirm that their emergency preparedness plans are current and actionable.
