Certificate of Need Submission System Upgrades Announced

(Jan. 7, 2025) The Department of Health (DOH) has expanded the functionality of the NYS Electronic Certificate of Need (NYSECON) system to enable electronic submission and review of project modification documents. The "Modifications" tab in NYSECON will now allow electronic submission, review, and communication after the Department has accepted a modification request.

Information contained on the Modifications tab is available through the Health Commerce System (HCS) and the Public Authenticated Portal. More information is available in the training guides here. NYSECON technical support is available by emailing the Department here. Questions about CON policy or specific CON applications may be submitted to the Department here.
