New Developments in Personal Care/CDPAS Regulations and MLTC Model Contract
LeadingAge NY and other associations representing Managed Long Term Care (MLTC) plans met with the Department of Health (DOH) on Sept. 1st to discuss the proposed regulations governing eligibility for personal care and consumer directed personal assistance services (CDPAS) and the independent assessment process. The Department expressed appreciation for LeadingAge NY’s comments and recommendations on the proposed regulations.
The meeting included a discussion of the use of virtual visits for assessments and medical evaluations. The Department stated that virtual visits would be used as much as possible, especially for the medical evaluations. There was an extended dialogue about the need for a mechanism to correct errors in the independent assessments and evaluations, given concerns about the accuracy of assessments conducted by professionals who are unfamiliar with the patient and who may be seeing the patient only virtually.
In a second meeting that day, DOH reviewed proposed amendments to the MLTC contract to align the contract with COVID-19 emergency policies. The Department is seeking comments by Sept. 14th.
