LeadingAge Calls on HUD to Improve HOTMA Implementation

(Aug. 20, 2024) In an Aug. 9th letter to the U.S. Department of Housing and Urban Development (HUD), LeadingAge called on the agency to take urgent action to improve implementation of the Housing Opportunity Through Modernization Act (HOTMA).

Priorities for LeadingAge include quick and clear communication from HUD on how housing communities should handle the looming HOTMA compliance date, for which housing providers will need to start taking action in September. The letter also calls out inconsistent and inaccurate penalties that housing providers are receiving in current file reviews due to non-implemented HOTMA policies. Lastly, LeadingAge called on HUD to collaborate with the Treasury Department for an aligned approach to HOTMA implementation for properties funded through the Low-Income Housing Tax Credit (LIHTC), and for HUD to produce materials for affordable housing residents to better understand HOTMA’s impacts on their rent and housing assistance eligibility.
