HUD Issues HOTMA Implementation FAQs

(Dec. 10, 2024) The U.S. Department of Housing and Urban Development (HUD) Office of Multifamily Programs has developed a series of Frequently Asked Questions (FAQs) with respect to the implementation of the Housing Opportunity Through Modernization Act of 2016 (HOTMA). This guidance includes information on the phase-in hardship relief provision as detailed in the HOTMA final rule, HOTMA-compliant Tenant Selection Plans (TSPs) at Management and Occupancy Reviews (MORs), and use of the rent override function in Tenant Rental Assistance Certification System (TRACS) 202D up until the newly established July 1, 2025 compliance date.
