HUD Awards ALCP Grants
The U.S. Department of Housing and Urban Development awarded $26 million in grants to
convert some or all HUD Section 202 apartments into assisted living or service-enriched
environments for elderly residents. The funding is provided through HUD’s Assisted Living
Conversion Program (ALCP)which supports the transformation of apartments for seniors
seeking to remain in their homes or ‘age in place.’ The ALCP provided grants to convert some or
all of the apartments into an Assisted Living Facility (ALF) or, for the first time in the ALCP grant
program, Service-Enriched Housing (SEH). While ALFs are required to be licensed and regulated
by the state as assisted living facilities, Service-Enriched Housing (SEH) is housing that is
designed to accommodate frail elderly persons or elderly persons with service needs who are
aging in place. Residents are able to live independently but need assistance with activities of
daily living comparable to services typically provided in a licensed assisted living facility, such as
health care-related services. These supportive services must be available through a licensed or
certified third party service provider. LeadingAge New York congratulates Ken-Ton Presbyterian
Village in Buffalo and Bernardine Apartments in Syracuse who received ALCP grants.
