HUD has proposed the creation of a new set of underwriting thresholds as part of the FHA’s underwriting standards and guidelines, which would add a middle-income option within the 221(d)(4) multifamily mortgage loan insurance program.

HUD officials shared updates on the future of affordable housing programs, including updates on HOTMA implementation and more.

The updated standards for new construction go into effect beginning as early as this year for the HOME program and the Housing Trust Fund, and in 2025 and 2026 for other HUD and USDA programs.

The updates reflect owner certifications of tenant eligibility and rent procedures, as well as brochures that help Section 202 residents understand how their rent is determined.

HUD is accepting comments to the proposed handbook chapter by Nov. 18, 2024.

Applications for the Low-Income Communities Bonus Credit program to support solar or wind investment in low-income residential building projects, facilities located in a low-income community, and low-income economic benefit projects are due Oct. 10^th.

HUD did not request any additional funding or program flexibility for multifamily programs, indicating it has the resources needed to fulfill project-based contract needs at least through Dec. 20^th.
