DOH Issues 2024 ALP Minimum Wage Survey

(Sept. 3, 2024) On Fri., Aug. 30th, the Department of Health (DOH) distributed the 2024 minimum wage survey materials to Medicaid Assisted Living Programs (ALPs). (Please note that the survey form circulated on Aug. 30th updated the version that the Department originally sent on Aug. 29th). The survey is a Microsoft Excel form that should be completed and returned by email to Alp-rates@health.ny.gov along with a signed attestation by close of business on Sept. 20th. The data collected will be used to update Medicaid rate minimum wage add-ons for rate year 2024.

If a program had no staff whose wages at the end of 2023 were below the 2024 minimum wage, it may opt out of the survey by completing Sections I and II and returning the form along with the signed attestation to DOH.

The survey collects the rate of pay at the end of 2023 for each individual whose pay rate was lower than the minimum wage effective in 2024. In addition, it requests that providers enter the hours that the individual worked in the first half of 2024. Please note that when completing the survey, it is important to indicate whether each listed worker is subject to the standard minimum wage or to the higher home care worker minimum wage.

For upstate areas, the minimum wage for 2024 is $15, up from $14.20 in 2023. The upstate home care minimum wage for 2024 is $17.55, up from $16.20 in 2023.

For NYC, Long Island, and Westchester County, the minimum wage for 2024 is $16, up from $15 in 2023. The upstate home care minimum wage for 2024 is $18.55, up from $17 in 2023.
