NYS Continues Efforts to Finalize a Comprehensive Master Plan for Aging
(Nov. 19, 2024) The NYS Department of Health (DOH) and Office for the Aging (SOFA), in collaboration with an interagency council of State subject area experts, are continuing efforts to finalize a comprehensive Master Plan for Aging (MPA) in early 2025.
The Stakeholder Advisory Committee of providers, consumers, researchers, and experts, including several LeadingAge NY members, resumed regular meetings with the MPA Council in September and continued to meet frequently until last Tues., Nov. 12th, to move the MPA development process forward. Additionally, roundtable discussions were convened in recent weeks to discuss additional recommendations for inclusion in the final MPA. LeadingAge NY staff participated in one such roundtable to discuss potential proposals related to purpose-built senior housing. Participants explored opportunities and challenges to developing affordable workforce housing options for employees working in long-term care, senior housing, and other senior care sectors, as well as multigenerational housing options that might support family caregivers or allow units within senior housing to be available to staff working in senior care settings.
Using examples from across the country compiled by LeadingAge National, LeadingAge NY also encouraged the MPA Council to consider modifications to the State’s Low-Income Housing Tax Credit (LIHTC) and State Low-Income Housing Credit (SLIHC) Qualified Allocation Plans (QAPs) and regulations to incentivize the development of affordable housing properties with services and physical features that support healthy aging in place. The State is expected to publish its proposed changes to the LIHTC and SLIHC QAPs and regulations in the State Register this fall, triggering a public comment period during which LeadingAge NY will work with its members and colleagues at LeadingAge National to develop a refined response focused on leveraging the Tax Credit programs as tools to support NY’s aging population.
LeadingAge NY staff will continue to monitor and report on the development of the MPA and revisions to the Tax Credit programs and, in the meantime, welcome member questions and feedback on these issues.
