LeadingAge NY Submits Comments on MLTC Value-Based Payment Report
LeadingAge NY submitted comments this week on the Department of Health (DOH)'s report on the work of the Managed Long-Term Care (MLTC) Value-Based Payment Clinical Advisory Group (CAG). The CAG was created in late 2015 to flesh out the implementation details of Medicaid value-based payment (VBP) arrangements between MLTC plans and long term care providers. LeadingAge NY and several of our members participated in the CAG, along with a variety of other stakeholders.
The CAG Report outlines some of the expected characteristics of VBP arrangements under MLTC and proposes 37 quality measures to be used to evaluate performance under these arrangements. A summary of the Report is available here. LeadingAge NY's comments on the Report call for additional detail on the parameters of permitted VBP arrangements, including the provider types to be included and how savings will be captured and measured. They also question the wisdom of applying 37 quality measures to these arrangements. In addition, the comments request investment in MLTC plan and provider infrastructure to support VBP, proportional to the investment being made in VBP for mainstream managed care plans and providers. The comments further urge the Department to allocate new funding for quality incentives for plans and providers, rather than merely reallocating existing funding.
