DataPoint: CMS Releases Updated LTSS User and Expenditure Data

(Dec. 3, 2024) In 2022, 7.8 million users of Medicaid-funded home and community-based services (HCBS) across the U.S. accounted for $129.4 billion in Medicaid spending. HCBS users and expenditure increased by 5.1 percent and 12.5 percent, respectively, from 2021 to 2022. This data, along with other data like it, was recently published by the Centers for Medicare and Medicaid Services (CMS) in a series of briefs released on Nov. 21st outlining the spending habits and composition of consumers who rely on various Medicaid-funded long-term services and supports (LTSS). In one brief titled Medicaid Long-Term Services and Supports Users and Expenditures by Service Category, 2022, CMS shares key findings detailing spending on HCBS and institutional LTSS. 48.3 percent of HCBS spending was incurred through the Section 1915(c) waiver program, while over 60 percent of users relied on state plan home health or state plan rehabilitative services. Nursing facilities dominated institutional utilization and expenditure, with 86.9 percent of users accounting for 83.2 percent of spending. Overall, institutional users and expenditure increased by 0.8 percent and 6.1 percent, respectively, from 2021 to 2022. To view the full brief, click here.
