DataPoint: 2020 MLTC Enrollment

Total Medicaid Managed Long Term Care (MLTC) enrollment for Medicaid Advantage Plus (MAP) Plans, Partial Capitation MLTC Plans, and Programs of All-Inclusive Care for the Elderly (PACE) exceeds 272,000 members, representing a 0.5 percent one-year decrease. The top 10 Partial Capitation MLTC Plans now represent over 83 percent of the statewide market share, up from 77 percent in 2019 and 72 percent in 2018. Partial Capitation MLTC Plans represented nearly 90 percent of MLTC enrollment. In 2020, the largest decrease in Partial Capitation enrollment (39 percent) occurred in the Northeast New York region. In contrast, the New York City region was the only region to see a Partial Capitation increase (2.9 percent) during 2020. In 2020, upstate MLTC enrollment represented 10.9 percent of overall enrollment and decreased by 25 percent. These decreases are driven largely by the disenrollment from Partially Capitated plans of long stay nursing home residents. MAP Plans saw enrollment grow to nearly 23,000 members, representing a 30.4 percent increase.
