DataPoint: 2018 Long-Term Services and Supports

In 2018, 14 million adults in the United States used long-term services and supports (LTSS), according to an AARP Public Policy Institute LTSS report. Among the adults who needed LTSS, 56 percent were aged 65 plus, and 9 percent were both over age 65 and nursing home residents. Nearly 42 percent of adults aged 85 and older needed LTSS, compared to 25 percent among adults aged 65 to 84. In 2017, $235 billion was spent on LTSS nationwide. Medicaid accounted for 57 percent of the spending, while 23 percent came from out-of-pocket spending. The AARP study also found that Medicaid home and community-based services (HCBS) spending as a percentage of LTSS for older adults with physical disabilities in New York State increased from 43 percent in 2011 to 53 percent in 2016. The 10 percent increase was the sixth largest HCBS growth nationwide.
