New Interim Travel Guidance for General Public
The Department of Health (DOH) has issued new quarantine restrictions for travelers arriving in New York following out-of-state travel. This guidance is for the general public and will pertain to residents and family members. Members should note that travel guidance for health care personnel (HCP) is provided in the new March 10th Revised Return to Work Protocols for HCP.
All travelers from non-contiguous states and other countries, even those out of state for 24 hours or less, will have to complete a traveler health form.
All travelers entering New York from a non-contiguous state must quarantine unless they:
- Obtain a test within three days prior to arrival in New York;
- Quarantine for a minimum of three days from arrival; AND
- Obtain a diagnostic test on Day 4 after arrival to New York.
Travelers may exit quarantine after the second negative test.
Quarantine is not required if the following three conditions are met:
- The person is fully vaccinated (two weeks past second dose in two-dose regimen or two weeks past one-dose Johnson & Johnson vaccine);
- Travel occurred within three months of last dose; AND
- The person is asymptomatic since last COVID-19 exposure.
If the person has recovered from COVID-19 (with confirmatory lab test), no testing or quarantine is required within three months after symptom onset or the date of the first positive test.
Regardless of quarantine status, all travelers must monitor daily symptoms, adhere to non-pharmaceutical interventions, and self-isolate if symptoms occur.
Those traveling to contiguous states are not subject to the guidance. Those traveling for less than 24 hours (we assume to non-contiguous states) must obtain a diagnostic test on Day 4 after return and fill out a traveler form.
Those traveling from other countries to the U.S. must show documentation of having recovered from COVID-19 within the previous three months or a negative test result from no more than three days prior to day of travel. Documentation of vaccine status or antibody tests is not acceptable per the Centers for Disease Control and Prevention (CDC). After arrival, travelers must quarantine for seven days with a test at three to five days or quarantine for a full 10 days.
Additional provisions are listed regarding quarantine practices, travel exceptions for first responders and other essential workers, and out-of-state medical appointments or procedures.
New Policy Effective April 1st
Members should note that the Governor issued a press release on March 11th stating that starting April 1st, quarantine restrictions will not be required for the general public for all domestic travel. Quarantine is still recommended. LeadingAge NY reminds members that this policy change does not pertain to HCP.
