Provider Relief Reconsideration

Providers wishing to have their Provider Relief Fund (PRF) Phase 4 and American Rescue Plan (ARP) Rural payments reconsidered should know that that option is now available. Providers can submit their reconsideration application any time prior to 11:59 p.m. EST on May 2, 2022. Applicants are encouraged to apply early. The reconsideration request form, which can be found here, can be completed for both Phase 4 and ARP Rural payments in a single application. The reconsideration process is intended for providers who believe that their Phase 4 or ARP Rural payment was calculated incorrectly. This is not an opportunity to submit a new application, and no application corrections will be accepted. When completing the reconsideration application, providers will be required to submit some basic information about the original application and the reason they believe their payment was calculated incorrectly.

In other PRF news, providers who have not yet seen their Phase 4 payments may still receive funding. The Health Resources and Services Administration (HRSA) distributed nearly $2 billion in PRF funds in late January and plans to continue making payments during the first half of 2022. The most recent Phase 4 distribution makes the total distribution nearly $11 billion. Anyone who has not received the PRF Phase 4 payment will still have 45 days to apply for reconsideration, even if their payment is received after the reconsideration deadline (May 2, 2022).

Nursing home members who received more than $10,000 in Nursing Home Infection Control (NHIC) funding including Quality Incentive Program (QIP) payments through PRF from July 1, 2020 to Dec. 31, 2020 also have to report infection control expenses for the first time during PRF Reporting Period 2. Keep in mind that NHIC and QIP funds can only be used for infection control expenses and not lost revenues.
